CALL
TO ORDER
President Darrell Mayes called the meeting of the Napa/Solano Chapter of ICC to
order.

INTRODUCTIONS
Self introductions were made by attendees. Meeting was adjourned for dinner by
President Darrell Mayes.
APPROVAL
OF THE MINUTES
The meeting was called to order from adjournment by President Darrell Mayes.
Motion was made to approve the minutes from the May 6th, 2009, meeting as
submitted. No discussion or corrections were noted. Motion was second, and
approved.
SPEAKER
OF THE EVENING
Andrea Sisto from the Constructor State Contractors Board spoke to the chapter
concerning their enforcement efforts. Their office is investigating fraud,
implementing stings, and there are new SWIFT region boundaries established for
enforcement. There is a “10 Most Wanted” list on the CSLB web site. They are
requesting that building departments report complaints for unlicensed
contractors, and unpermitted work by contractors include $5,000.00 fines. CSLB
has a Building Department section on their web site. The underground economy
with unlicensed contractors is increasing in size due to the elevated job
layoffs. Please report unlicensed contractors and contractors not obtaining
building permits. Also, CSLB will fine contractors for not receiving a final on
permitted work. CSLB has classes on the Underground Economy for inspectors and

ANNOUNCEMENTS
The Chapter picnic is scheduled for August 21st at Pena Adobe Park in
Vacaville. The picnic is a pot luck event with the chapter buying the meat to
BBQ. We need an event planner to coordinate the event and activities.
Lagoon Valley Park
Pena Adobe Road just off of Interstate 80
The 470 acre park includes the historic Pena Adobe home, barbecue areas,
horseshoe pit, multi-purpose field, bike trails, a small pond, excellent hiking,
Lagoon Valley Lake for fishing and non-motorized boating. The park also features
a 30,000 square foot fenced in dog park complete with trees, water and trash
receptacles.

INSPECTOR
TIME
The subject of accessibility was questioned concerning the differences between Caltrans
–v- 2007 California Building Code. The placement of the truncated domes
differs on ramps at road ways between the two standards. Some jurisdictions
enforce both standards; some enforce just the building code requirements.
The
question was asked how many jurisdictions are using the drowning flyer handouts.
May departments have not had the time to get their city logos on the flyers and
printed.
COMMITTEE
REPORT
Education
July
28th – Training on energy and enforcement for counter tech’s,
plan reviewer, and inspectors.
August 4-5 – CASp training will be hold in woodland.
Treasurer
Gene Ashdown – Gene reported the revenue balances for the chapter’s
different account
CALBO
Jay reported on the CASp communications to commissioners.

Building
Standards
Steve
Jenson reported on the progress concerning the adoption of the 2009 Codes.
Discussions at the last Building Standards meeting included the
Residential and Green Building Codes. The new Building Standards Commission fee
that local jurisdiction is collecting on every permit is to be sent in
quarterly.

Standard
Details
Dan Kavarian reported that he had not had the time to dedicate to the Standard
Details. Dan asked the membership if there was anyone who could step in and
dedicate the time needed for this task. No one volunteered and the membership
acknowledged the time and effort Dan has been able to dedicate to this. Sorry
Dan you’re hooked too deep.

ABM
Harvey Higgs reported that he would like to schedule a meeting to discuss some
of the details of the 2011 ABM. We will need people to help and be part of the
committee.
E-mail Harvey at the City of Benicia to be part of the biggest and most exciting opportunity that has been available in Northern California in many years. This will be an unforgettable experience for everyone who can participate. The smallest contribution of time will be greatly appreciated. hhiggs@ci.benicia.ca.us

Cliché talked about Economic Stimulus Grants available for Building Departments
and competing funds within each jurisdiction.

Cliché commented on the option to re-organize the Green Building Committee.
Steve Jenson commented that Napa is looking at creating a mandatory Code.

Chapter President Darrel Mayes will be filing the chapter’s report with ICC to
continue the chapter’s affiliation.

Tom
Garcia brought up OSHPD-3 requirements on projects. AIACC approached CALBO about
potentially allowing DSA to certify building departments to perform public
school plan reviews.

CALBO
has indicated that inspector certifications need to be up-dated to include
California Specific code regulations by attending one of three classes offered.
Ø
Redwood
Empire membership and lunch fees have increased to $65 membership and $25 lunch.
