MINUTES OF March 5, 2008 

CALL TO ORDER

President Dennis Corbett called March 5, 2008 meeting of the Napa/Solano Chapter of ICC to order.  The meeting was held at the Paradise Valley Golf Club in Vacaville .  There were 35 in attendance.

APPROVAL OF THE MINUTES:
November minutes were deferred until April’s meeting.  

Motion made to approve February minutes.  Approved  

SPEAKER OF THE EVENING:

Mike Wright, Simpson Strong-tie, gave a presentation on their “Code Compliant Repair and Protection Guide”.   Mike talked about the requirement for protecting notches and boring of plates and studs per section 2308.9.8, 2308.9.10 and 2308.9.11 of the 2007 CBC.  The Code Compliant booklet that Simpson now has shows a wide variety of plates and stud shoes to meet this code section.  Section 2308.9.10 states" Where plumbing, heating or other pipes are placed in or partly placed in a partition necessitating the cutting of the soles or plates, a metal tie not less that 0.058 inch (1.47 mm) (16 galvanized gauge) and 1 1/2 inches wide shall be fastened to each plate across and to each side of the opening with not less than six 16d nails”.   Section 2308.10 and 2308.11 references cutting & notching and bored holes in studs in walls.  In these instances SS Stud Shoes would be appropriate to use.  Mike also said that if an over boring condition exists in a shear wall refer it back to the engineer of record.  Mike told us that all of the information on Simpson products is on CD rom, this includes all technical bulletins, code reports and flyers.  So if you would like a CD contact Mike.  He also said that they will be having a workshop for Building Officials and Inspectors at their plant in Stockton on September 9th.  This event will include a tour and lunch plus they offer CEU credits.

ANNOUNCEMENTS
Dennis said that there will be an IRC workshop in Sacramento tomorrow the 6th for the potential adoption of the IRC in 2009.  He told us that Darrell Mayes was supposed to go put that something came at work so he will be unable to attend and he will be in Milpitas for the Tri-Chapter code committee meeting.  So Dennis said that he wanted someone from the chapter to attend and asked if anyone would be able to.  Nobody volunteered so Dan Kavarian said he would go but he had to be back in Napa by 4:00 for a meeting. I will have more on this subject at the next meeting.

Dan Kavarian had been approached by the management of the golf club about the time frame on calling in for the meeting attendance.  We must contact them by Monday morning with our count because they order their food Monday afternoon, so when people call me late there might be a chance that there will not be enough food to go around.  The other part to this problem is when people notify us that they are coming and does not show up we still pay for the amount of meals that we request.  The $10.00 dinner price that the chapter charges pays less than 60% of the actual dinner price, so the chapter pays the rest.  If you could let me how many people that you will have coming to the meeting by Monday if at all possible.  If for any reason you can not make the Monday deadline if you notify me Tuesday by 10:00 we might still be able to get you in. Also if you are unable to make the meeting and you did RSVP please let me know as soon as possible so I can possibly get someone else in your place.  Thank you.

Tom Garcia reminded everybody that the ABM was coming up and asked who was going.  He also said that people have been asking CALBO about forming an interpretations committee and that it might be discussed at the next board meeting. 

Fred Cullum, Interwest and member of the access committee, said that the new Multi Family Access workbook will be available for sale at the ABM.  Fred also talked about the new Certified Access Specialist that the DSA is working on at a cost of $300.00 for 3 years.  He told us that the Access committee will suggest to the CALBO board that they develop their own Accessible certification that would cover both California accessible requirements but also Federal ADA requirements.

Dan Kavarian said that they are working on two details each for foundation systems and stair systems, when they are ready they will be sent out the Building Officials for comments.  Once the details are approved they will be put on the web site.  Dan also said that it will be a long process but it will get done.  

OLD BUSINESS


David Cliché asked if anyone would be interested in becoming the new Education chairman for the coming year.  Steve Lamb, Building Official Rio Vista, raised his hand and was unanimously approved as the new chairman.  Gene Ashdown and Rolando Isip will continue to remain on the committee to help Steve. 

Dennis talked about the code hearings and the hospitality events that the chapter sponsored.  The one that was held on Wednesday offered roast beef and beer and wine along with live music.  There was a good turnout that night and the delegates from around the country appreciated the work that into the evening.  CALBO had another hospitality night on Saturday but this one did not have a good turnout.  The night was a little cold and the hearings went longer into the night so the turnout was low.  There was a third night scheduled for next Tuesday but I did not hear the outcome.  The chapters that donated money to support the hospitality nights were featured on the beer cups along with a banner that hung above the event.  We had five members in attendance at the hearings.  Dennis said that one item that had a lot of debate was RB65-07/08 that required fire sprinklers in new town homes.  This item was defeated by committee but was the assembly moved a motion to approve as submitted and was approved.  This item will now go to the final hearings were it be voted on for approval.  Any proposed code change that was disapproved by committee can be resubmitted to the final action hearing in Minneapolis MN in September for approval.  Dennis reminded the chapter that the final code hearing is where the chapter’s votes really count towards code adoption.  So the chapter’s participation is crucial.  Also, all of the code hearing results is now available for down load from the ICC website.  

NEW BUSINESS

Dennis brought up some problems in the new codes that people have been discussing through emails and the first was handrails for single family homes.  Section 1009.10 of the CBC ex.2 states that “stairways within dwelling units, spiral stairways and aisle stairs serving seating only on one side are permitted to have handrail on one side only”.   So the question hear is if you have an exterior stairway on a single family dwelling does it require two handrails?  According this code section it would.  Dennis called Doug Hensel, HCD, for clarification and Doug told him that this is one of the holes in the code and that was not the intent.  In the IRC in section 311.5.6 it states” handrails shall be provided on at least one side of each continues run of treads or flight with four or more risers”.  Doug said that they are going try to amend that section and others but it will take time.

The next code item was glazing in hazardous areas, section 2406.3.6 ex. 3 talks about glazing within 24” of a door opening.  Exception 3 states ”Glazing in walls perpendicular to the plane of the door in a closed position, other than the wall towards which the door swings opened, in one- and two-family dwellings or within dwelling units in R-2”.  This is different than what we have called in the past.  Tom Garcia mentioned again that when someone has spent the time researching a code that they need to write out their interpretation and send it around to the Building Officials for agreement and then have listed on the website.

The last item Dennis brought up, from Jay Salazar, was in the case where you have a retail space below and how many floors of an R-2 could you have above.  On table 503 it says that the maximum height of a type 5A R-2 is 3 stories and 50’ above grade plane and if you add sprinklers it goes to 4 stories and 60’ above grade plane.  All of the measurements are from grade plane so you would count the retail floor as the first story.

INSPECTORS TIME

John Bento asked how people deal with sheetrock in flood zones for fire protection.  It was the overwhelming feeling of the group that fire protection outweighed the water damage to sheetrock.

Another question was asked about the requirements for openings within the 5’ setback and if others were counting vents in these percentages.  Dennis said that Tri-chapter had started to discuss this issue and they were going to talk about it more on their meeting that Dennis is going to on Thursday.

There was a motion to adjourn and President Corbett adjourned the meeting.  The next meeting will be April 2nd at Paradise Valley Golf Club.
