MINUTES OF NOVEMBER 7, 2007 

CALL TO ORDER

President Tom Garcia called the November 7, 2007 meeting of the Napa/Solano Chapter ICC to order. There were 45 members and 1 guest speaker in attendance. 

ROLL CALL OF OFFICERS

President: Tom Garcia– present, Vice President: Steve Jensen: present, Secretary: Dennis Corbett, absent, Treasurer: Dan Kasperson– present.

INTRODUCTIONS: Self-introductions were made by 46 members and guest.

APPROVAL OF THE MINUTES
Motion to approve October minutes was passed by the membership.

SPEAKER OF THE EVENING

Kevin Reinertson, from the office of the State Fire Marshal spoke to the membership about various new code requirements related to local jurisdictions including the Urban Wildland Interface regulations contained in chapter 7A, State Fire Marshal requirements, water purveyor difficulties, control areas, sprinkler requirements in buildings and other changes.   

Kevin indicated that the sleeping room egress regulations were now contained in chapter 10 and that first floor windows are allowed to be reduced to 5 square feet vs. the current 5.7 square feet.  Chapter 7A will be in effect on January 1, 2008 for State Responsibility Areas (SRA) and July 1, 2008 for Local Responsibility Areas (LRA)

ELECTION OF OFFICERS

Nominations committee chairman Paul Siegel reported that the following slate of officers was recommend for 2008:

Dennis Corbett, President

Darryl Mayes, Vice-President

Dan Kavarian, Secretary

Gene Ashdown, Treasurer

Motion to approve recommended slate was passed by the membership

ANNOUNCEMENTS/CORRESPONDENCE

Tom Garcia announced that the City of Fairfield changed the composition of their building Appeals Board to include members that are active building officials from the Napa/Solano Chapter.  Solano County is also considering a similar change to their code.

NEW BUSINESS

Tom Garcia indicated that DSA says they will not permit stucco behind a handrail, because 1012.6 states that the "wall or other surface adjacent to the handrail shall be free of any sharp or abrasive elements."  He also talked about the new R3 – opening protection within 5 feet of the property line.  See Table 704.8 footnote ‘c’.

INSPECTORS TIME Tom Garcia shared an in-line duct damper for dryer installations.  The consensus of the membership was that this would not be allowed.
