meeting of the Napa/Solano Chapter ICC to order.

Self-introductions were made by 42 members.
APPROVAL OF THE MINUTES (

Motion and second to approve the February, 2007 meeting minutes.
Motion passed.
(The meeting adjourned briefly for the dinner
buffet.)

OF THE EVENING (

Nancy Springer, Supervisor of
Building & Safety Services, Willdan.
Nancy
is am member of the ICC Education Committee, and our Chapter liaison, and
spoke about the new ICC Chapter Relations Program and the Chapter Rewards
Program, http://www.iccsafe.org/government/chapters/.
ANNOUNCEMENTS:

President Garcia had two items, the results of the dinner survey, and
the ICC final action code hearings in
Rochester
,
New
York
.
Solano
County
has a Permit Technician position available.
Load Path half-day course flyers (intended for contractors) are
available. The dinner selection survey was successful, results were 80% for
tri-tip; lemon chicken, salmon, and teriyaki chicken also scored well.

ICC is offering a second day for transition classes to chapters. Our
chapter seminars will be happening later this year.
We will scheduling mini-education sessions at upcoming meetings.

was unable to attend, and the report will be presented next month.
ICC:
Code
Hearings for 2009 codes in
Rochester
,
NY
.
President Garcia made a proposal that the Chapter reimburse the
Building Officials of the chapter up to $700 in expenses to represent chapter at
the Code Hearings, if they are not covered by their jurisdiction.
The motion was made and seconded, and the discussion ensued.
Motion passed unanimously. Tom
will coordinate with Peninsula & East Bay Chapter.
CALBO: Jay
Salazar
Building Standards:
Steve Jensen, City of
Napa
,
reported the next meeting is scheduled for March 24th. A light agenda
is expected. A question was raised, when will the ADAAG
and BSC accessibility regulations be incorporated into single document, as they
are not in sequence? CBC
chapter 11A is not changing, and there is a process to align them with federal
standards. The CBSC is working with the Department of Justice for certification
of CA regulations, but it will be complete this year.
California
’s
standard for showers does not meet the federal standard, for instance.
OLD
BUSINESS:
President
Garcia
discussed the AB2977 Pool & Spa Safety Act. Last week several Building
Officials met with Don Burns, CA Pool & Spa Safety Council.
The Chapter will post pictures on the website of approved covers.
Jay Salazar, City of
Vacaville
,
spoke of the City of
Vacaville
policies regarding issue. They are requiring the approved covers for all
permits. Ken Welch, Interwest
Consulting Services, reports that SVABO discussed this issue last month, and
many members do not plan to require covers for sub-permits.
The City of
Fairfield
is using certification form for verification, and the inspectors are visually
confirming. The intent of the bill
is to save lives, so why not enforce it? Paul
Siegel spoke of the City of
Dixon
’s
short experience with this regulation. Many owners think we are certifying the
cover, not that they need to get them certified.
Vacaville
does not support certification only, must also be a visual inspection.
The LA Basin chapter has created a holographic label for pool contractors
to use on the approved covers.
NEW BUSINESS:
Representatives from the City of
Davis
and
Yolo
County
asked if they qualify as Class I Chapter members despite the fact they are not
in
Napa
or Solano county? Yes, they do.
Tom Garcia brought up water hammer arrestors, as they are not in
the CPC, and asked if any jurisdictions are requiring them?
Second floors with an occupant load over 10 need second exit, including
the large day care. Since day care
facilities are under the jurisdiction of the State Fire Marshal, we can’t
require more than that required for an R-3.

City of
Vacaville
,
noted that they have purchased and are using new AFCI testers.
