MINUTES OF June 6, 2007 

CALL TO ORDER (5:40 PM)
President Tom Garcia, City of Fairfield , called the June meeting of the Napa/Solano Chapter ICC to order.

ROLL CALL OF OFFICERS
President Tom Garcia: present; Vice President Steve Jensen: present; Secretary Dennis Corbett : present; Treasurer Dan Kasperson: absent.

INTRODUCTIONS:
Self-introductions were made by 46 members and our guest speaker.

APPROVAL OF THE MINUTES (5:50 PM)
Motion and second to approve the April, 2007 meeting minutes.  Motion passed.

(The meeting adjourned briefly for the dinner buffet.)

SPEAKER OF THE EVENING (6:10 PM)

John LaTorra, Building Official, City of Redwood City and ICC Board Liaison, was our guest speaker.  He gave a brief history and explanation of the Plumbing and Mechanical Code making process and ANSI accreditation of IAPMO.  He spoke about the major changes in the 2006 Uniform Plumbing Code and the 2006 Uniform Mechanical Codes.  Plumbing code highlights include a maximum 120 degrees F discharge from bathtubs and whirlpool tubs, completely new water heater chapter 5, table 10-3 gravity grease interceptor sizing, and a complete Chapter 12 rewrite.  Mechanical code changes include the removal of restrictions of LPG appliance locations, commercial hood and kitchen ventilation changes, a required 18" vertical clearance for ducts in crawl spaces, combustion air & venting changes, guards required for rooftop equipment within 6' of edge, and un-vented room heaters are now permitted in mechanical code, though they are still prohibited for sale by existing State law in California.  John answered questions from the group after his presentation.  

ANNOUNCEMENTS: (7:20 P.M)

Tom Garcia, President, spoke about the ICC report our chapter needs to file to maintain our Chapter benefits, and also spoke about his discussion with ICC regarding the cost of the new California Code books.  The Rochester code hearings were successful, and our chapter made a big difference.  Our delegates at the hearings met with our state's fire code officials and coordinated our efforts to vote on a statewide basis.  Gene Ashburn, City of Winters , thanked the chapter for sponsoring our group and told everyone how worthwhile it was. The Chapter picnic is in August 3rd at Pena Adobe Park in Vacaville , and the City of Napa volunteered to coordinate the barbeque. The July 11th meeting is at the Solano Napa Builders Exchange, with Steve Winkel, FAIA, PE, as our speaker.  

COMMITTEE REPORTS: (7:25 PM)
Education:  Gene Ashburn spoke of the calendar they are setting up, which will be posted on the website when finalized.  Proposed classes will be in SAP, Energy code training, and contractor education.

Treasurer:  Dan Kasperson, City of Suisun , was not present and the report will be presented next month.

ICC:  John LaTorra gave the report.  ICC will be hosting a July 19th celebration of the CA codes in Sacramento .  John recommended the IBC code and commentary publication as an excellent reference for us in CA.  The 2007-2008 code development hearings will be scheduled in Palm Springs , CA from Feb 18th through March 2nd. Details will be posted when available at http://www.iccsafe.org/cs/codes/2007-08cycle/index.html.  John thanked the Chapter for our efforts at the final action code hearings in Rochester .

CALBO:  Tom Garcia; no report.

Building Standards:  Steve Jensen, City of Napa & CBSC, gave the report.  The Commission met last month, and all CA code on track to be published on July 4, which will become effective January 1, 2008.  The Code will be in two separate documents. Volume one will contain chapters 1 to15, and volume 2 will contain chapter 16 to appendices.  The Commission has established a green building committee to coordinate efforts from different agencies and jurisdictions.

Standard Details:  Dan Kasparian, City of Napa , said they have met, and hope to have the details updated before our September meeting.

OLD BUSINESS: (7:35)

Water Heater demand sizing calculations will still be in 2006 UPC.  The first hour rating is based upon number of bedrooms.


NEW BUSINESS:
(7:40)
City of Fairfield asked about an issue of electrical main panels and the limitation of two breakers as per manufacturer in some new installations.  Tom Garcia asked for input from others regarding this matter  

INSPECTORS TIME:  (7:50)

Harvey Higgs, City of Benicia , asked if the building code required or specified expansion joints in stucco walls, but none are known.    Dan Kasparian asked about anti-entrapment devices and how jurisdictions are enforcing the State law. Several jurisdictions spoke about their procedures.  Lonell Butler, County of Yolo , asked if any jurisdictions are waiving fees for PV systems. No jurisdiction is waiving the fee, but some have reduced or limited the permit cost.

INDUSTRY REPRESENTATIVE:

None.

 

ADJOURNMENT: (8:00 PM)

There was a motion to adjourn and President Garcia adjourned the meeting at 8:00 pm PM. The next meeting will be on July 11th, 2007 will be hosted by and at the Solano Napa Builders Exchange, http://www.snbe.com/.  Start time is 5:30 P.M.
